REQUEST FOR PROPOSAL NO. 05/01/2023

for the provision of UX/UI Consultant services - UX consulting and development of UI model integration for web and mobile platforms as part of a B2B contract in the project titled "360 DATA - Using machine learning (ML) and artificial intelligence (AI) to increase accessibility and efficient use of public sports facilities."


The contract for the Project was concluded within the framework of the project "New Promised Land Seed Fund" co-financed from the Operational Program Intelligent Development 2014-2020 Measure 1.3: R&D works financed with capital funds Sub-measure 1.3.1: Support for R&D Projects in the preseed phase by proof of concept funds - BRIdge Alpha and investments by ASI RDS Fund Sp. z o.o. S.K."

2 Subject matter of the contract

The Employer is seeking a person for the position of UX/UI Consultant (B2B contract). The selected person will be responsible for UX consulting and development of UI model integrations for web and mobile platforms.


3 Detailed description of the subject matter of the contract

The subject of the request for proposal is to perform the function of UX/UI Consultant (B2B contract) within the framework of the ongoing Project entitled "360 DATA - Using Machine Learning (ML) and Artificial Intelligence (AI) to increase accessibility and efficient use of public sports facilities". Responsibilities:

  1. Work with clients and stakeholders to understand their business objectives and user needs,
  2. Conducting research with users, including user interviews, surveys and usability testing to gather insights and identify pain points and opportunities,
  3. Developing personas, scenarios and user flows to guide the design process,
  4. Create mockups, prototypes and high-quality designs that reflect user needs and business requirements,
  5. Collaborate with developers to ensure project feasibility and implementation of design solutions,
  6. Provide guidance and recommendations to clients and stakeholders during the design process.

4 Conditions for participation in the proceedings and a description of how they will be fulfilled

The request for proposal is addressed to persons actively engaged in business activities,

i.e. natural persons, organizational units with legal capacity or legal persons conducting business activity (verified by inspection of CEIDG/KRS), persons affiliated with business incubators and talent base platforms.

Contractors may apply for the award of the contract who have the necessary knowledge

and experience to perform the contract in particular:

  1. Bachelor's or Master's degree in human-computer interaction, graphic design or related field.
  2. Proven experience as a UX/UI consultant or similar role, with a portfolio of successful design projects.
  3. Strong understanding of UX/UI design principles and best practices, including user research, usability, accessibility and responsive design.
  4. Proficiency in design software such as Figma.
  5. Experience working with prototyping tools such as InVision, Axure or Balsamiq.
  6. Excellent communication and collaboration skills, with the ability to work effectively with customers, stakeholders and other team members.
  7. Strong problem-solving skills and ability to think creatively to develop innovative solutions.
  8. Experience with Agile methodologies and project management tools such as JIRA or ClickUp is a plus.
  9. Good English language skills (B2 level or higher),

In order to confirm the fulfillment of the above conditions for participation in the proceedings, the Contractor/Tenderer:

  • In order to confirm possession of the necessary knowledge and experience and technical potential to execute the Order and possession of the authorization to carry out a certain activity, if required by law, the Contracting Authority shall require the Contractor to submit with the bid a statement of fulfillment of the above conditions of participation in the proceedings.

5 Deadline and requirements for submission of bids

Bids should be submitted electronically, by mail or in person at the company's headquarters:

  3. the offer should be delivered personally to the address of the company's registered office: 167 Włocławska str, 87-100 Toruń

The deadline for submission of bids is 7 days from the date of publication of this request, i.e. until 11.01.2023.

The bid should be submitted in the Polish language.

The bid should be signed by persons authorized to sign the bid in accordance with current registration documents or a power of attorney granted.

The offer should contain the name, address or seat of the bidder, e-mail address, telephone number, NIP, Regon, KRS or CEIDG registration number (if applicable).

Bids should be submitted in PLN with the total net and gross price stated.

The Contractor/Tenderer shall specify for the offered service, taking into account its full scope, the resulting costs resulting from its performance.

All costs associated with the submission of a bid shall be borne by the bidder.


6 Period of performance of the subject of the offer:

7. Bid selection criteria

When selecting and evaluating bids considered valid and submitted by Contractors deemed to

as meeting the conditions for participation in the proceedings, the Contracting Authority will be guided by the following criteria:

Maximum number of points that can be received:

1. bid price 100% - 100 points.

Rules for evaluation of the criterion "Bid price" [C].

The number of points to be awarded under the above criterion will be calculated by dividing the price of the cheapest bid (gross) by the price of the researched bid (gross) and multiplying the number so obtained by the maximum number of points, which for this criterion is set at 100, according to the formula:

C = (C min / C b) x 100

Where:

C - the number of bid points awarded resulting from the price criterion,

C min - price of the cheapest bid,

C b - price of the researched bid,

The maximum number of points to be obtained for the price criterion - 100 points.

The indicated price of the researched bid (Cb) taken into account when awarding points and evaluating the bid is the total gross price indicated in the bid for the execution of the entire order (gross bid price), according to the contents of the detailed description of the subject matter of the order.


8 Conditions for signing the contract:

  1. The Contracting Authority reserves the right to cancel the request for quotation without stating a reason, and to leave the proceedings without selecting a bid.
  2. Submission of a bid by the Contractor does not constitute the conclusion of a contract.

9 Terms of contract amendment:

  1. The Contracting Authority provides for the possibility of amending the contract, in case there is a change in generally applicable laws in the scope affecting the implementation of the subject matter of the contract.
  2. The Ordering Party provides for the possibility of amending the contract in terms of extending the deadline for the execution of the contract in the event of fortuitous events or for reasons beyond the control of the Ordering Party and the Contractor. beyond the control of the Ordering Party and the Contractor.
  3. Amendments and additions to the contract may be made only in writing under pain of nullity. The parties may not invoke non-contractual arrangements.
  4. The Employer shall allow significant changes to the provisions of the contract in the following cases and specified scope:

a) the manner of execution of the subject matter of the contract due to the occurrence of circumstances that the Ordering Party could not foresee, despite exercising due diligence;

b) changes in the scope and manner of performance of the subject matter of the contract in the event of changes in generally applicable laws to the extent affecting on the implementation of the agreement;

c) change in the scope and manner of performance of the subject matter of the agreement due to circumstances that could not have been foreseen at the time of concluding the agreement;

d) the value of the change does not exceed 50% of the value of the order originally specified in the agreement.


10 Evaluation and selection of the most advantageous offer:

  1. The Employer will evaluate the bids in terms of formalities and compliance with this Request for Proposal.
  2. A bid will be rejected if:

- was submitted after the specified deadline or in an incorrect manner, i.e. it was not submitted in the designated manner;

- is inconsistent with the requirements specified in the Request for Proposal;

- is inconsistent with the applicable legal regulations;

- is incomplete or does not contain all documents or statements required by the Contracting Authority;

- The Contractor does not meet the conditions for participation in the procedure and has been excluded on this account;

3.Bidders shall not be entitled to any claims against the Contracting Authority on account of rejection of a bid.

4.The Contracting Authority does not provide for submission of partial bids, variants and award of supplementary contracts.


11 Other provisions

  1. The Contracting Authority reserves the right to cancel the proceedings for the following reasons:

a) no bid was submitted;

b) the price of the best bid exceeds the amount that the Contracting Authority can allocate for financing the contract;

c) if the Contractor whose bid was selected evades entering into a contract, and the Contracting Authority decides not to select the most advantageous bid from among the remaining bids;

d) there has been a significant change of circumstances resulting in the fact that the conduct of the proceedings or execution of the contract is not in the interest of the Contracting Authority, which could not have been foreseen earlier.

2.In the event that the selected Contractor withdraws from signing a contract with the Contracting Authority, it is possible for the Contracting Authority to sign a contract with the next Contractor who obtained the next highest number of points in the procedure.

3.The price is to be expressed in Polish zlotys, including applicable VAT. The bid price is to be given to two decimal places (PLN/gr).

4.The bid price should cover the full scope of work specified in the request and include all costs associated with the performance of the subject of the contract.

5.The Contractor will not be able to demand an increase in remuneration, even though the size or cost of these services could not be foreseen at the time of the conclusion of the contract.

6.As a result of failure to take into account circumstances that may affect the price of the contract, the Contractor will bear the consequences of errors in the bid. The Contractor is required to familiarize himself in detail with the subject of the request for quotation, as well as to check the conditions for the execution of the contract and to calculate the bid price with due diligence.

7.The Purchaser reserves the right to withdraw from the order without giving any reason, and the possibility to negotiate the presented terms of cooperation.

8.The above inquiry does not constitute an offer within the meaning of the Civil Code. Submission of an inquiry, as well as receipt of an offer as a result of it is not tantamount to awarding a contract (it does not have the effect of concluding a contract).

9.The Contractor declares that the subject matter of the Agreement will be created by itself and will be its exclusive property, and that it will hold full copyright to the subject matter of the Agreement.

10.The Contractor declares that the subject matter of the Agreement will not be encumbered with any third party rights and that in connection with the execution of the subject matter of the Agreement it will not infringe on the rights of third parties.

11.The Contractor shall bear full responsibility for any infringement of third-party rights, and in particular, the Contractor shall release the Ordering Party from the obligation to pay compensation to a third party in connection with the use of the subject matter of the Agreement.
